The 31 May 2026 RRA deadline — what UK landlords need to do

The Renters' Rights Act 2025 introduces Written Information Sheet obligations from 31 May 2026. Non-compliance is £7,000 per property. Here's the working summary.

The Renters' Rights Act 2025 (RRA) became law in late 2025. Most of its provisions are scheduled to commence on 31 May 2026. The bit that matters most for UK landlords — and is most often missed — is the Written Information Sheet (WIS) obligation.

What the WIS is

Section 22 of the RRA requires landlords letting residential property in England to provide each tenant with a Written Information Sheet covering specific topics:

The WIS must be in writing, dated, retained by the landlord for the duration of the tenancy plus six years, and presented to each new tenant before the tenancy begins. For existing tenancies on 31 May 2026, the obligation is to provide the WIS within 90 days of commencement.

What non-compliance costs

£7,000 per property, civil penalty, payable to the local authority. Persistent non-compliance can also trigger licence revocation in selective licensing areas and, in extreme cases, a banning order under the Housing and Planning Act 2016.

The penalty applies whether the failure is wilful or merely procedural — there is no "I didn't know" defence in the RRA framework.

What "compliant" actually looks like

  1. The WIS document itself. Must be in writing (digital is fine), structured around the nine required topics, and accurate to your property.
  2. A delivery record. Proof of when the WIS was provided to each tenant — email timestamp, signed receipt, or registered delivery.
  3. An update process. If any of the underlying facts change (new EPC, new Gas Safety Record, deposit re-protection), the WIS must be re-issued.
The deadline is real. The penalty is per-property. The work to comply is not hard — but it does need to be done before 31 May 2026.
